马银行研究分析员在报告中说，下半年最受期待的国内结构性经济和资产市场的催化剂无疑是柔新经济特区。柔新经济特区协议预计将于2024年9月签署，投资和税收优惠等细节可能会在10月的2025年财政预算案公布。

“虽然尚未正式宣布经济特区的规模，但很可能包括依斯干达特区，并涉及新山市、依斯干达公主城（Iskandar Puteri）、巴西古当（Pasir Gudang）、古来（Kulai）或士年纳（Sedenak）、笨珍（Pontian）和边佳兰（Pengerang）。”
