All REIT surely has 10% witholding tax. Its not that rakuten doesn’t has it, they might already deducted the tax from your amount.

Reit do not need to pay corporate tax so the 10% is the final tax in the hand of reit holder. Normal companies get tax at corporate tax rate... Then pay dividend from PAT.
